Proclamation and Integrity
Pledge
Between the Delegates to the Democratic
National Convention in Boston July 26-29 2004
and
Our Party Nomination for the President
of the United States of America
Without establishing new accountability for our most powerful
position in the world -- the President of the United States-- we would be
rubber-stamping business as usual. The results would be corporate control, bottom line money, power
and greed continuing us in economic and ecological suicide.
President Abraham Lincoln Stated:
"I see in the near future a crisis approaching
that unnerves me and causes me to tremble for the safety of my country.
As a result of the war, corporations have been enthroned and an era
of corruption in high places will follow, and the money power of the
country will endeavor to prolong its reign by working upon the prejudices
of the people until all wealth is aggregated in a few hands and the
Republic is destroyed."
We are now witnessing
Lincoln's fear, the destruction
of our American Dream.
The Patriot Act and the surveillance mechanisms are in place.
The FBI and CIA operate without accountability to the Congress---the
Executive controls all three branches of our Government, and we have
voting machines that can be manipulated, all building a foundation
on which a totalitarian American government can be established. The
actions of our shadow government in numerous countries for many years,
is very much out in the open now, so we are viewed as the "Evil
Empire causing the death of millions of people to control their resources."

have a revolution at least once every twenty years."

This is to acknowledge that Delegates have a
sacred
opportunity and responsibility to change our self-destruct
direction and
establish accountability in our governance.
We
are Pledged to Candidates, however, we are Required
to Vote Our Integrity.
We are
hereby proclaiming the wisdom of the obvious: Our security is in creating moral economic security.
The foundation for this will be the most well
educated and healthy citizens in the world---with real participatory
responsive governance.
As other industrialized nations, we also can embrace the wisdom of
free health care and education for all of our citizens.
Our change of focus to health promotion and the power of international
cooperation and diplomacy can give us the funding to afford this wisdom of
priorities.
We recognize that a grave threat to our
Life, Liberty and the Pursuit of Happiness is the lack of participatory
responsive governance created by well informed citizens.
Executive Orders can appoint the Delegates of the 2004 Democratic
National Convention to on-going responsibility, naming them Community
Ambassadors for Participatory Responsive Government. This can be for the term of four years with Delegates participating
in determining policy and program.
Community Ambassadors can work with organizations such
as Project Vote Smart http://www.vote-smart.org/
Further,
recognizing that democracy is the best investment our government can make,
appropriate remuneration will be established for the Delegates who accept this
crucial position of Community Ambassador.
We can develop our military into a most powerful engine for security---not
by controlling other nations resources and creating terrorists, but---by
evolving our Industrial Military Complex to create war in reverse.
"War in reverse" is giving our military complex the capacity
to build ecologically, sociologically sustainable communities. This
creates real wealth and security.
We will only vote for the candidates who pledge actions for participatory
responsive government, and who acknowledge that we must address our
Constitutional Crises and URGENT need for accountability and integrity
in all Branches of our Government including our Pentagon, CIA and
FBI.
We now know that our Presidency, the
most powerful position in the world is too much of a burden and risk for a
single person. We need new accountability that restores our
Constitutional protections, and governmental adherence to our national and
international commitments to law.
Our Presidential
nominee pledging integrity with Delegates will establish counsel and
constituency for better accountability in our Government. He or she will commit to
Executive Orders establishing a President's Circle of the seven (?)
leading Democrat Presidential Candidates.
The power of the Presidency will be shared with this Circle.
(Kerry, Edwrds, Dean, Kucinich, Sharpton, Gephardt, Braun.) (?)
Enlightened
self interest says that we need the President's
Circle to modulate
and amplify the power of the Presidency.
This
creates vitally needed accountability and constituency.
Additional
great constituency could also be created by forming The President's
Circle's Citizens Congress consisting of a past or current national
president of each of the 300 largest progressive volunteer national
service organizations. Our
nominee's public commitment to these appointed councils could evoke
a democratic ground-swell of voter constituency for participatory
responsive government.
Pledging
Integrity
We hereby vote together to restore our Constitutional security.
With participatory responsive government we claim the Wisdom and Wealth
of Our Heritage.
We
now give our Citizens a reason to Vote.
We
do not need the candidates to sign a Proclamation and Pledge. Their
speeches in our Convention will delineate their positions on the issues
and this proposal.
Our
vote will record our wisdom and integrity.
We
are getting more than 80% positive responses from the Delegates who
see this Draft Proclamation and Integrity Pledge
